FRANKLIN SMITH Mr. Howard, 71, of Philadelphia, died Tuesday, February 7, 2017, at his home. He was a native of Winston County and lived in Neshoba County for the past 32 years.  He retired from Philadelphia Utilities Water Department after 20 years of service. Mr. Howard was a member of Indian Springs Assembly Of God Church in Winston County.Survivors include his wife of 46 years, Donna Howard of Philadelphia; daughter, Ralynn Born (John) of Brandon and Gwen McClain of Gulfport; son, Randy Shon Howard of Philadelphia; five grandchildren; one great-grandchild; brother, Willie Howard of Noxapater; and a host of nieces and nephews.  Mr. Howard was preceded in death by his sister, Walterine Bradford.
