Steven Howard Stubbs

Steven Howard Stubbs was born on December 29, 1938, in Philadelphia, Mississippi, to Bloxum Howard Stubbs and Leota Mai Taylor Stubbs.

He graduated from Philadelphia High School in 1956 and attended Mississippi State University for two years,where he was a member of the University golf team and was active in the Sigma Chi Fraternity. He transferred to The University of Mississippi and graduated from there in 1961 with a degree in Banking and Finance. He received a Master’s degree in Financial Accounting from Loyola University of the South in 1966. Through the years he earned certifications from the New York Institute of Finance, the American Management Association, and the Institute of Chartered Financial Analysts.

In service to his country, he enlisted in the Mississippi National Guard in February, 1956, in the Headquarters Company, 198th Tank Battalion, 31st Infantry Regiment. During this time he was twice activated for federal service. He was honorably discharged in 1964 at the rank of Staff Sergeant.

Mr. Stubbs’ profession led him to New Orleans, LA, where he was a securities analyst with the Pan American Insurance Co. From there he moved to Galveston, TX, to The American National Insurance Co, where he progressed from financial analyst to Sr. Vice President – Securities Investments. From there, he became President and CEO of Securities Management and Research, a subsidiary of American National. His final experience before retiring was President and CEO of the Westcap Corporation in Houston, TX. He continued to serve on the boards of subsidiaries until they were sold. During the thirty years spent in Galveston, Mr. Stubbs served at various times on the Boards of O’Connell High School, St. Mary’s Hospital, Galveston Historical Foundation, The Bank of Galveston, and The Galveston Chamber of Commerce. He was elected to the Board of Regents of Galveston College in 1982 and served as Chairman of the Board from 1986 -1990.

He was a charter member of the Krewe of the Knights of Momus, as well as the WWII Museum in New Orleans.

After retiring to his hometown of Philadelphia, MS, in 1997, Mr. Stubbs served on the boards of the Philadelphia-Neshoba County Library, Philadelphia Main Street Assn., and the Philadelphia-Neshoba County Museum. He also served as a member of the 11th Mississippi Association, which was responsible for procuring and dedicating the 11th Mississippi monument in Gettysburg National Military Park, as well as the 11th Mississippi monument at Antietam.

He was a historian by avocation, concentrating on the Civil War and WWII. His meticulous research led him to write Duty.Honor.Valor, the History of the 11th Mississippi Infantry Regiment. He also authored Neshoba at War, The Story of the Men and Women of Neshoba County in World War II, and Mississippi’s Giant Houseparty, The History of The Neshoba County Fair.

He is survived by his wife of 64 years, Ann Gipson Stubbs; son, William H. “Bill” Stubbs (Leigh) of Houston, TX; daughters Stephanie Place (Paul) of Katy, TX, and Leanne Stubbs of Galveston, TX;

Grandchildren Matt Stubbs(Sarah Beth)and Laura Stubbs Shrull (Sam); Steven Place, and Adam Place; twin sister Sheila Stubbs Adam (A.C.); sisters-in-law Laura Gipson Kilpatrick and Regina Gipson Hicks (Danny) and numerous cousins, nieces, and nephews.

A private graveside interment will be held at 12:00 noon on Monday, July 7, 2025, in the Stubbs Family plot in Cedarlawn Cemetery in Philadelphia. Father Bob Goodyear will officiate. A warm welcome to everyone for his visitation, which will be at McClain-Hays Funeral Home from 10:00 a.m. on Monday until departure to the cemetery. A memorial service in celebration of his well-lived life will be held at a later date.
